Adam Mount, Mira Rapp-Hooper and Ankit Panda discuss the results of a consensus effort of fifteen experts from the US, ROK, Japan, Canada, and UK to develop a strategy toward a North Korea that maintains nukes. They warn that without a major shift in strategy, a nuclear-armed North Korea will expand its ability to aggress against its neighbors, conduct illicit activities around the world, and resist efforts to improve the welfare of its population.
