About the Speakers
His Excellency Lee Jung-hoon is South Korea’s Ambassador for Human Rights. He is also Director of the Center for Modern Korean Studies and Center for American Studies at Yonsei University. He serves as a senior member of South Korea’s National Unification Advisory Council and chair of the Ministry of Unification’s Advisory Committee for Humanitarian Affairs. He also is Co-Chair of Save NK, an NGO dealing mainly with North Korean human rights; Chair of the Committee for the Establishment of Refugee Camps for North Korean Defectors; and Vice-Chair of the Supporter’s Group for the House of Sharing, where several remaining comfort women are housed.
Greg Scarlatoiu is Executive Director of the Committee for Human Rights in North Korea (HRNK) in Washington, DC. A seasoned lecturer on North Korean human rights, political security, and economic issues on the Korean Peninsula, Scarlatoiu has appeared as an expert witness at several Congressional hearings on North Korean human rights. Prior to HRNK, he served with the Korea Economic Institute (KEI). Scarlatoiu worked prior with the International Labor Organization’s Department for the Activity of Multinational Enterprises in Geneva. For thirteen years, he has authored and broadcast the weekly Scarlatoiu Column to North Korea for Radio Free Asia (RFA). A visiting professor at Hankuk University of Foreign Studies (HUFS), Scarlatoiu co-chairs the Korean Peninsula class at the State Department’s Foreign Service Institute (FSI). He holds a Master of Arts in Law and Diplomacy (MALD) from the Fletcher School and an MA and BA from Seoul National University's Department of International Relations.
Stephen Noerper (moderator) is a Korea Society Senior Director, former State Department analyst, and former professor at New York University and the Asia-Pacific Center for Security Studies. He holds a Ph.D. and MALD from the Fletcher School of Law and Diplomacy, where he wrote on transitional justice issues, and an MSc. Economics from the London School of Economics, where he volunteered with Amnesty International. He appears widely in print and on international media, including Bloomberg, BBC, CNN and VOA.
